How we help you with our Support At Home Services

At Pennwood Aged Care Services, we believe in working with you, not just for you. Our approach is centred on understanding your unique needs, goals, and preferences so, that your care truly reflects what matters most to you.

Support at Home Program

From 1 November 2025, the new Support at Home Program will replace the current Home Care Package (HCP) and Short-Term Restorative Care (STRC) programs. This change is designed to make in-home aged care simpler, fairer, and more flexible so older Australians can live safely and independently at home for longer.

The Eight Level Support

Level -1 Minimal Support
Occasional help to stay independent. Light cleaning, laundry, shopping, transport.
Level -2 Light Personal Care
Regular assistance to make daily life easier. Showering, dressing, meal prep, companionship.
Level - 3 Moderate Support
More frequent help with day-to-day living.
Level -4 High Frequency Care
Near-daily support for personal and household needs. Toileting, meal prep, home safety checks.
Level -5 Daily Care and Health Support
Daily Care plus basic health monitoring. Medication support, transport to appointments, assistive devices.
Level -6 Comprehensive Clinical Care
Regular clinical and allied health services. Nursing, physiotherapy, wound care, continence support.
Level -7 Intensive Daily Support
Multiple visits each day, coordinated by a care team. Personal, Nursing and therapy services for complex needs.
Level -8 Highest Level of Care
24-hour or palliative-style in-home Care. Advanced illness support, equipment (hoists, beds), family respite.

Budgets and Costs

Each level has an annual budget managed with your care provider to fund approved services.
Indicative budgets range from around $10,000 per year (Level 1) to $77,000 per year (Level 8).
Unused funds can roll over, and you’ll receive clear monthly statements showing how your budget is used.

Contributions depend on the type of service:
  • Clinical care (nursing, allied health): No contribution.
  • Personal care and independence supports: Moderate contribution.
  • Everyday living services (cleaning, gardening): Higher contribution based on income.
How to Access Support at Home
  • Start with My Aged Care: Contact 1800 200 422 or Visit myagedcare.gov.au
  • Get Assessed: An assessor will determine your Support at Home level and what services you’re eligible for.
  • Choose a Provider: You can select a trusted provider, like Pennwood Aged Care, to coordinate your care and help manage your budget.
  • Create a Care Plan: Together, we’ll design a flexible plan that supports your goals, health, and independence.

Nursing

Assistance to keep the home and garden in a safe condition, such as garden maintenance, repairing unsafe flooring, installing a security light

Home modification

Installing grab rails or ramps for example

In-home respite care

Our home support workers can provide a safe opportunity for live-in carers to have a break to pursue other activities or interests

Social support

Social activities and assistance with day-to-day tasks such as shopping, banking, paying bills and letter writing

Transport

Transport to medical appointments, social events, shopping centres, visiting friends/cemetery/outings

Meals

Assistance to prepare, cook and serve meals

Support and information

Useful information brochures as well as books and videos available for loan, free of charge

Allied health support

Allied health assessment, treatments, physiotherapy, occupational therapy, podiatry, remedial massage and exercise physiology

Goods, equipment and assistive technology

Help with mobility, communication, reading, and personal care limitations eg shower chairs, walking frames

Support at Home-Fees & Contributions (Aged Care ACT 2024)

Under the Aged Care Act 2024, the Support at Home program simplifies how home care is funded and delivered. Participant contributions depend on the type of service you receive and your financial situation.

  • Clinical care: no contribution
  • Independence services: moderate contribution
  • Everyday living services: highest contribution

Participant contributions by service type

  • Clinical care (e.g., nursing, physiotherapy, allied health): No contribution required.
  • Independence services (e.g., personal care, mobility support, assistive equipment): Moderate contribution.
  • Everyday living services (e.g., cleaning, meals, gardening, transport): Highest contribution.

How fees are calculated

  • Contributions are calculated per hour or per unit of service.
  • You pay a set percentage of Pennwood’s price for each service you receive.
  • Your percentage is based on income and assets, with full pensioners paying less.

Pennwood pricing & government price caps

  • In the first year of the program, providers set their own prices.
  • From 1 July 2026, Australian Government price caps will apply to Support at Home services.
  • Prices must reflect the full cost of delivery, including labour, management/administration, and transport.

Private Unfunded Clients

For clients who are not receiving government funding, Pennwood Aged Care offers high-quality services under a set schedule of private fees.

  • Invoices are issued fortnightly.
  • Payments are made securely via Direct Debit.
  • Our private fees reflect the full cost of care delivery, including staffing, administration, and service support.
